Energy Transition & Policy Work (Ukraine & Europe)

Ibcentre: A Living Laboratory of Energy Innovation in Europe

Since 2006, Ibcentre has operated as one of the most influential platforms shaping renewable-energy  transitions across Eastern Europe, Central Asia, and emerging European markets.
Co-founded and led by Julia Daviy, Ibcentre functioned as a real-world systems observatory, generating deep longitudinal insight into technology diffusion, decentralized energy adoption, policy–infrastructure dynamics, and climate-innovation ecosystem formation in regions undergoing rapid transition.

Through Ibcentre, Julia:

  • Opened the household solar market in Ukraine, catalyzing exponential PV growth and contributing to national resilience during wartime blackouts.
  • Designed and built the region’s major clean-tech institutions, including SEF, CISOLAR, GREENBATTERY, ECOSMART, and Solar Academy.
  • Co-founded the European Energy Security Forum (EESF) in Brussels to advance renewable-energy cooperation, energy independence, and geopolitical resilience.
  • Launched the first clean-tech forum & expo in Ukraine, later named the #1 International Business Event in Ukraine by EventAwards.
  • Enabled large-scale industry development: over 70% of all medium and large renewable-energy companies entering Ukraine and the wider region
    – secured major deals,
    – established market presence,
    – built distribution partnerships and dealerships,
    – or formed core business relationships
    through Ibcentre’s platforms and ecosystem architecture.
  • Led pioneering work in bioenergy systems, decentralized municipal heating, renewable-infrastructure development, and distributed advanced manufacturing.

Ibcentre’s ecosystem-building efforts produced one of the most comprehensive field-based datasets on:

  • innovation adoption under crisis and uncertainty
  • renewable-energy market formation in emerging economies
  • policy formation under geopolitical pressure
  • system resilience in volatile environments
  • distributed energy economics and technology scaling.

Today, Ibcentre’s empirical foundations inform Julia’s research in planetary innovation ecology, coherence-based evaluation frameworks, resilience arbitrage, and the theoretical model introduced in her SSRN publication Symbiotic Civilization.

Ibcentre is a foundational empirical platform informing next-civilization systems design.
